Recently, the Ministry of Industry and Information Technology officially announced the list of the third batch of national specialized, refined and innovative “little giant” enterprises, and screened out enterprises with characteristics such as “small market value, high valuation, high growth, high profitability, and strong innovation ability” across the country. The concept of “specialization, refinement, and innovation” was proposed in 2011, referring to the four capabilities that enterprises should have in their development: “specialization”, “fine management”, “brand characteristics”, and “innovative spirit”. On this basis, the government first proposed in 2018 to carry out the cultivation of specialized, refined and innovative “little giants” and screen out the best of specialized, refined and innovative small and medium-sized enterprises.

The Ministry of Industry and Information Technology has set a high threshold for applying for the title of “Little Giant” for specialization, precision and innovation, and conducts application review from four aspects: economic benefits (operating income, debt-to-asset ratio, etc.), degree of specialization (market share in subdivided markets, product awareness, etc.), innovation ability (R&D funds, number of R&D personnel, transformation of scientific and technological achievements, etc.), and operating ability (quality management system certification, systematic brand cultivation strategy, etc.), in order to promote small and medium-sized enterprises to adhere to “running a business with perseverance”, focus on subdivided markets, focus on the main business, continuously improve innovation capabilities, and enhance core competitiveness.
